Four Projects Will Add 790 New Units to the Valley’s Housing Stock

Today, the Maricopa County Board of Supervisors approved an agreement that provides more than $7.1 million in funding to the City of Glendale to build affordable housing. The project will add 790 new multi-family affordable rental units to the Valley’s housing stock that will serve 1,465 people annually. The first units are expected to be available for tenancy beginning in January 2024.

“Our partnership with the City of Glendale represents a significant step forward in addressing the pressing need for accessible and affordable homes for our community — especially for our seniors,” said Chairman Clint Hickman, District 4. “This collaboration is yet another example of our ongoing commitment to ensure that individuals and families have access to safe and affordable housing options in Maricopa County.”

The funding, from the County’s federal American Rescue Plan Act (ARPA) allocation, will be applied to four rental housing construction projects located within the City of Glendale. Each housing development will include a mix of 1-, 2- and 3-bedroom units for applicants who are within 60% of the Area Median Income (AMI). This means that the annual income for a household of four needs to be at or less than $56,100 per year to be eligible to rent a unit.

“Adding these new housing options in Glendale will help alleviate the challenges faced by many individuals and families feeling the squeeze on their budgets from inflation,” said Supervisor Steve Gallardo, District 5. “By providing more affordable rental options, we are not only addressing a critical need but also fostering a stronger, more inclusive community where everyone has a place to call home.”

The City of Glendale is providing more than $2.98 million in funding for the project and waiving more than $1.2 million in development fees.

“I love to see Glendale growing, especially with more affordable housing for our citizens,” said Glendale Mayor Jerry P. Weiers. “These developments are vital. They will make a positive impact in the lives of the people in my community with not only housing but additional on-site features that will add to these developments.”

The four construction projects include:

Villa Manuel “Lito” Pena

This rental housing development is located on a 5.5-acre site at 5619 N. 67th Avenue in Glendale. The 80 units will serve 195 people annually. In addition to a one-story community center, there will be four 2-story buildings. Maricopa County is contributing $950,000 to this project and the City of Glendale will contribute more than $1.28 million in funding and will waive more than $600,000 in development fees. Construction is underway and is expected to finish in December 2023. The first renters are expected to begin their tenancy in January 2024.

Juniper Square

This rental housing development for seniors is located on an 8-acre parcel at the northwest corner of 67th and Maryland Avenues in Glendale. The 221 units will serve 376 people annually. In addition to a one-story community center, there will be four 2-story buildings. On-site amenities include a pool, gazebos, fire pits, a fitness center, a yoga room, community laundry, a salon, a craft room, and a theater. Maricopa County is contributing $1 million to this project and the City of Glendale will contribute $500,000 in funding and will waive more than $150,000 in development fees. Construction is expected to start in the Fall of 2023 with the first renters beginning their tenancy in September 2025.

Unity at Glendale

This rental housing development is located on a 7-acre parcel at 4751 W. Glendale Avenue in Glendale. The 105 units will serve 306 people annually. There will be three 3-story buildings as well as a pool, playgrounds, and a community room. Maricopa County is contributing $2.4 million to this project and the City of Glendale will forgive $700,000 of the property purchase price and will waive more than $250,000 in development fees. Construction is expected to start in late 2023 with the first renters beginning their tenancy in May 2025.

67 Flats

This rental housing development is located on a 20-acre parcel at the northwest corner of 67th and Maryland Avenues in Glendale. The 384 units will serve 588 people annually. On-site amenities include a pool, small parks, a gazebo, fire pits, a fitness center, an Amazon hub, a yoga room, community laundry, and playgrounds. Maricopa County is contributing $2.8 million to this project and the City of Glendale will contribute more than $500,000 in funding and will waive more than $245,000 in development fees. Construction is expected to start in late 2023 with the first renters beginning their tenancy in December 2025.
