TODAY’S KEY MESSAGE: HOW MARICOPA COUNTY IS USING FEDERAL CARES ACT DOLLARS
Maricopa County is getting federal dollars to the people and places that need it most during the COVID-19 pandemic. Just three months after the Board of Supervisors approved a wide-ranging plan to spend nearly $400 million in CARES Act funds, County departments and partners have jumped into action, making a significant difference in combating the virus and addressing the economic fallout from it. We have a few examples below.
CARES ACT FUNDS: HOUSING THE HOMELESS
The Maricopa County Human Services Department is dedicating $1.2 million in CARES Act funds to quickly re-house individuals and families experiencing homelessness. The focus is on people who are at higher risk of contracting COVID-19. Yesterday, the Board of Supervisors approved agreements with several local, non-profit organizations to provide these rapid housing solutions. Additional funds will be spent on this effort in the coming year.
CARES ACT FUNDS: PROVIDING RENTAL ASSISTANCE
The Board of Supervisors has allocated $30 million in CARES Act funding toward a robust effort to keep people in their homes. The County COVID Rental Assistance (CCRA) program aims to prevent evictions by providing rental payments and other assistance to people who are struggling financially due to COVID-19. Between July 15 (when the program launched) and August 28, more than 660 households have received a combined 1,422 months (or $2.1 million) of paid rent.
You can check eligibility, apply for assistance, and upload documents at maricopa.gov/CovidRentHelp or you can contact your local Community Action Program office to get started. Here’s what you’ll need:
- Documentation demonstrating financial hardship due to COVID-19
- Photo identification
- Lease agreement
- Documentation of total household income received for prior 30 days
CARES ACT FUNDS: HELPING LOCAL BUSINESSES AND NON-PROFITS
The Board of Supervisors allocated $23 million in federal CARES Act funding for small business assistance. An expanded version of the program has made it possible for more local businesses and non-profits to qualify for grants to cover financial losses incurred because of the COVID-19 pandemic.

SCHOOL REOPENING RECOMMENDATIONS
Maricopa County as a whole is now meeting all three statewide benchmarks for a hybrid model of learning at K-12 schools. This means that schools could offer a mix of in-person learning and distance learning. Countywide metrics have shown two consecutive weeks below the statewide benchmarks of:
- Fewer than 100 cases per 100,000 people (42 in the most recent week)
- Below 7% positivity for COVID-19 tests (5.2% in the most recent week)
- Less than 10% with COVID-like illness (3.0% in the most recent week)
For schools that draw students from across the Valley, using the state dashboard for county-level data may be sufficient.
However, given the physical size of our county, and the varied population densities around schools, it’s important for decision-makers to know the level of spread occurring in the communities they serve. This helps them make more informed decisions about their school community’s overall risk status and when it’s safe to reopen. Public Health’s school metrics dashboard allows you to search the latest data by zip code, city, or school district. A pop-up window will provide data for your community as well as a recommended learning scenario. This information is provided as a guidance to schools, not a requirement. It is up to school leadership to make decisions about when and how their schools re-open.

HOW DO I “SELECT THE VIEW” FOR MY SCHOOL?
We know that schools may serve families who do not live within the district boundaries and that staff may come from all over the county. When selecting the view area, choose the option that best represents the area in which the majority of students and staff live. For example:
- A school that serves mostly students residing in their city or town could use city-level data.
- A district for which the majority of students reside within the district could use district-level data.
- A school that draws students from an area broader than district boundaries could use a set of regional zip codes to define their region and average the case rates per 100,000 population and test percent positivity.
- A school that draws students from across the region could use county-level data.
HOW MUCH OF THE POPULATION REALLY HAS COVID-19?
That’s what Maricopa County Public Health wants to find out. Public Health is partnering with ASU and Mayo Clinic on a “serosurvey” which aims to estimate how many people in Maricopa County have been infected with COVID-19, beyond those who have tested positive for the disease. This involves testing volunteers in 29 communities for COVID-19 antibodies. Residents in those select communities will receive a door hanger next week to notify them about the survey. The door hanger will explain the goals of the project and provide a way for them to get more information. The survey will be conducted at homes randomly selected in those communities from September 12–20. This antibody testing is free and participation is voluntary.

MENSAJE DEL DĺA: COMO EL CONDADO MARICOPA INVIERTE LOS FONDOS FEDERALES DE CARES ACT

¿CÓMO SELECCIONO A MI ESCUELA?

Cuando selección su área, escoja la opción que mejor represente a su área en donde vivan la mayoría de los estudiantes y personal docente. Por ejemplo:
· Una escuela sirve a la mayoría de los estudiantes dentro de la misma ciudad o pueblo y pueden escoger datos de la ciudad
· Un distrito donde la mayoría de los estudiantes residente dentro del distrito seleccione datos a nivel distrito
· Una escuela que atrae estudiantes de otras partes puede usar el código postal de la región para definir el promedio de casos por cada 100,000 personas y el nivel de pruebas positivas.
· Una escuela que atrae estudiantes de todas partes del valle puede usar datos a nivel condado.
¿CUANTA DE LA POBLACIÓN REALMENTE TIENEN COVID-19?
Eso es lo que la Salud Pública del Condado Maricopa desea saber. Salud Pública se ha asociado con la Universidad Estatal de Arizona y la clínica Mayo para hacer una encuesta de anticuerpos que dará una indicación de cuanta gente en el Condado Maricopa pudo haber estado infectada con COVID-19, esto es para identificar a quienes quizá no se hayan hecho la prueba pero si hayan tenido el virus. Para este esfuerzo se incluirán a 29 comunidades para hacerles las pruebas de anticuerpos de COVID-19. Los residentes de las 29 comunidades seleccionadas recibirán información en su puerta para invitarlos a participar. Esta información les dirá cuales son las metas y como obtener mayor información. Esta encuesta será la semana del 12 al 20 de septiembre. Esta prueba de anticuerpos es gratis y la participación es voluntaria.
